Manuscripts should describe the authors’ original paper that has not been published in a refereed journal before and is not now considered for publication in another journal. By submitting to the journal, the authors are taking public responsibility for the legality and originality of the paper.

In those cases where the paper is presented at a conference, it may be published in a journal if it has not been published in generally available conference materials and/or if it has not been published in its entirety.

As part of the application process, authors are encouraged to submit their original scientific paper, to own the rights to the paper, to submit the paper for first publication in a journal, i.e., that the paper is not being considered for publication elsewhere, and has not already been published elsewhere, and that they have obtained and can obtain all necessary permissions to reproduce any copyrighted paper that they do not own.
